Methodological evaluation may include review of available project documentation such as lift plans, drawings, load charts, inspection records, operating procedures, incident reports, photographs, videos, and applicable policies. The scope of review is informed by the materials available and the nature of the issues under consideration.
Analyses are conducted with reference to applicable OSHA crane and derrick regulations, ANSI standards, ASME standards, and recognized industry practices, as appropriate to the equipment involved, the time frame of the events, and the jurisdiction at issue.
Ongoing involvement in crane operations and lift execution informs the practical application of standards and industry practices. This current field experience provides direct familiarity with contemporary equipment, procedures, and operational constraints relevant to the evaluation of crane operations and incidents.
Mr. Guerra’s opinions are based on the information made available at the time of analysis. Where complete information is not available, reasonable assumptions may be required. Additional materials, testimony, or information received after the initial review may require further evaluation and could affect opinions.
